Onslaught and Protector are my favorites.
Honourable mention: desktop TD, gemcraft, bloons (all of em).

THE TEN COMMANDMENTS OF TOWER DEFENSE
1. thou shalt have a fast forward button indeed
2. thou shalt provide interest after waves (and, even better, possibility to BUY better interest rates)
3. thou shalt show creep stats (health and special abilities) up from AND individual creep stats when you click on them.
4. thou shalt have an end to the game.
5. thou shalt have towers that increase the range and damage of other towers
6. thou shalt have bosses
7. thou shalt have skill points to be distributed between levels
8. thou shalt have creeps returning to the start of the path when you fail to kill 'em so you can still kill 'em and get the benefits.
9. thou shalt have nice visuals. cool changes to towers when you upgrade them.
10. thou shalt be able to upgrade towers to different types of new towers (ie upgrade branching)

Follow these rules and the best tower defense game ever WILL BE.

And I would add

12. thou shalt have a highscorelist
13. thou shalt have meaningfull towers - meaning no one tower, that is the only sensible choice nomatter what enemy.
14. thou shalt have taunting - this doubles the pleasure of beating it

I believe some of the best TD games I played were in Starcraft, a while ago. For Flash games, Bloons 3 is definitely my favorite, (popping tons of balloons is very satisfying, everything is simple, the towers are great), followed by Gemcraft (good variety of towers, nice RPG elements and replayability).

What makes a good TD game? Basically, there's 2 categories of TD games: the ones where you can build almost anywhere (so you need to make a maze to trap the enemy), and the ones where you must build around a path. The second type is usually more fun, imo. Anyway, a great game in general must have:

-Balance (between towers, between levels)
-Progression
-Challenge

Progression is really important, because when it feels too gimmicky, or when there's no ultimate tower to unlock or no ending, after 20-30 minutes, it just feels like: what's the point? Challenge, obviously when it's too easy or too hard, it ruins everything.

-Finally, a good variety of enemies. It really sucks when after 5 minutes of playing, you've already seen everything that's ever gonna die in the game.

Flash element Defense in WC3 was and is the best.

Have any of you played GemCraft on Armorgames.com? Its really long and meets most if not all of the Commandments of Tower Defense.
